Technical Assessment Required
A registered assessor visits the home and calculates the Heat Loss Indicator using the DEAP software, unless a recent BER already shows an HLI of 2.3 or below.
Built 2007–2020
Self-Declaration Form Only
Homes built to more recent building regulations typically only require a Self-Declaration Form confirming suitability — no site visit needed.

What Happens During the Assessment

Step 1: Site Visit
A registered assessor visits the home to record wall construction, insulation levels, window types, floor area, and existing heating system.
Step 2: DEAP Calculation
The assessor inputs the data into the DEAP (Dwelling Energy Assessment Procedure) software, the same tool used for BER certificates, to calculate the Heat Loss Indicator.
Step 3: HLI Result
If the HLI is 2.0 or below, the home qualifies for the heat pump grant as-is. If above 2.0, insulation upgrades are needed first — see our suitability guide.
Step 4: Next Steps
Once the HLI requirement is met, an SEAI-registered installer submits the grant application and proceeds to installation. See the full process on our SEAI grant page.
